The Compound Proposal Guardian has cancelled a third governance proposal from the same proposer within about two weeks. Proposal 618 was withdrawn before voting opened, according to a post the Community Multisig published on the Compound forum at 01:00 UTC on October 22. Tally lists it as cancelled, with zero votes cast.

What Proposal 618 asked for

Titled "Community Multisig Custody for the EPCF," the proposal went on Tally on October 20. It carries no on-chain actions. Its summary calls it a follow-up to Proposal 613, which the Guardian cancelled on October 7, and says the Ecosystem Protection and Continuity Fund would stay open. Only custody would change. Guardian members, not the Foundation alone, would hold the keys.

Why the Compound Proposal Guardian stepped in

On October 7, the Community Multisig explained its first cancellations, of Proposals 612 and 613. Its mandate needs only one of several criteria to be met, and it said both proposals met two. Delegates set the criteria in Proposal 304 and extended them in Proposal 538.

First came control of the vote by a single entity. All significant For votes, the Guardian wrote, came from one entity and delegates tied to it. A 1.75 million COMP vote from the dCOMP delegate decided both, and without it both would have failed. Second came passage over substantial opposition. Both passed despite more than 1 million COMP voting against from 19 voters, far above the mandate's 400,000 COMP threshold.

Proposals 612 and 613 sought to undo mandates the community had approved. Those were the Treasury Management Committee from Proposal 580 and the Ecosystem Protection and Continuity Fund from Proposal 535. It tied them to an "ongoing pattern of alleged malicious activity," a phrase it attributes to a Compound Foundation post.

The proposer's side of the Compound Proposal Guardian dispute

On October 8, the proposer posted that the cancellation of 612 was unjust. Its argument is that the Governor already controls the treasury contracts, and that a two-day withdrawal path outruns a seven-day vote. Proposal 612 would have raised an escrow cooldown from two to ten days, the post says, and its executable actions move no funds. It also asked the signers to answer in public.

Separately, the forum's moderation log records a permanent ban of the proposer on October 14. It cites conduct breaches under the governance code of conduct. Its latest post points to that ban. It argues that sending each new proposal from the same source through a full vote only prolongs the disruption.

What the Guardian says about the fund

One closing line concerns the fund itself. Every EPCF funding request, the post notes, is already reviewed by the Treasury Management Committee. Signers named on the earlier post include ChainSecurity, Certora, Gauntlet and zeroShadow. For the Compound Proposal Guardian, the cancellation leaves the EPCF custody question where it stood before Proposal 618.
