NEAR issuance is now a live topic on the network's governance forum, where a draft would cut maximum annual issuance to 1.6% from 2.5% over 24 months. It remains only a draft. It surfaced while the token, near $5.22, was up about 113% over 30 days on CoinGecko.
What the NEAR issuance draft proposes
The post on gov.near.org, created on October 7, 2026, lists its status as draft and its voting type as supermajority. Its author is Sal Ternullo of SVRN. The ramp trims issuance by roughly 3.75 basis points a month until it reaches the 1.6% target, and the existing 90/10 split between stakers and the treasury stays the same.
The proposal puts numbers on the trade-offs of lower NEAR issuance. It says the ramp avoids 11.8 million NEAR of issuance over two years and 66.1 million over six, which leaves total supply 4.36% smaller than under the current schedule. Gross staking yield would slide from 4.80% to 3.93% and then 3.07% over the first two years. A holder who stakes 1,000 NEAR ends year two with about 20 fewer tokens than under the current rate.

Who pays for a lower NEAR issuance rate
The draft is candid about costs. On its own measurements, 24 of 405 validator pools would lose economic self-sufficiency at the target rate. People who do not stake, 57.3% of supply according to the post, would be better off right away with no offset.
The draft also points to Solana, where the post says an equivalent change was ratified on August 28, 2026 with 67.001% of stake. NEAR's version reaches a higher target yield on a shallower cut, the draft argues. Replies on the thread include supporters and questions about what the savings are meant to fund, and it shows 23 posts at the time of capture.
The price move around it
NEAR was close to $2.47 on Binance on September 14 and ended at $5.23 on October 11. The rally also drew in other news. Stocktwits reported an 11% jump on Saturday after NEAR said its accounts can already use the post-quantum ML-DSA signature scheme.
DefiLlama puts total NEAR Intents volume at $33.4 billion, with $4.76 billion in the last 30 days and about $223 million of value locked.

What is still undecided about NEAR issuance
Nothing in the draft is binding. A separate forum thread on reducing issuance to 1.6% and the path to a fixed supply has 33 posts of its own, so the debate is wider than one proposal. It needs to move from draft to a House of Stake vote and then pass a supermajority, and the thread shows validators and delegates still asking questions. NEAR's price sits about 74% below its January 2022 high of $20.44, so a doubling in a month has plenty of ground still uncovered.
