Polkadot token holders are voting on a mandate that would set the network's direction. The DOT DAO Strategy Mandate, referendum 1954, was submitted on October 12 through the PCF OpenGov account on the Wish For Change track. On October 19 its page showed 79.2% aye votes against 20.8% nay, from 34 aye voters and 16 nay.
Where the DOT DAO Strategy Mandate vote stands
The aye side holds about 803,300 DOT and the nay side about 210,600 DOT. Subsquare lists the current approval threshold at 73.7%, so approval sits above it. Support is a different story. The 421,550 DOT counted so far is 0.03% of issuance, against a support threshold of 39.2%.
Those thresholds move. The track's configuration, which we read from Subsquare's API, gives a 28-day decision period. The support requirement starts at 50% and falls in a straight line to zero over that period. The approval requirement also declines on a curve.

What the DOT DAO Strategy Mandate asks for
Six numbered sections make up the text. The first is blunt. For now, user numbers come before everything else, including ecosystem size and locked value. The rival it names is "Web2/mobile", not other smart-contract chains.
Section two brings in dotStables. These would be DOT-backed tokens that hold a steady value, with dotUSD as the example and a Liquity-style design as the model. Several can exist, but the DAO would back one of them and treat it first.
Section three describes a Polkadot Product Platform. Rewards would reach real people through on-chain rules, with a capped amount per person, instead of marketing budgets paid to outside firms.
Mandate standards and the cost of work
Sections four and five pull in opposite directions on purpose. Products should feel like ordinary apps, with a free tier, plain usernames and mobile first. They should also protect privacy and avoid forced logins. The authors call that pairing "extremely non-trivial" and say it may arrive in steps.
Section six hands out the work. Bodies the DAO already funds, the Fellowship among them, are asked to back the mandate, and the text owns up to the extra load. Its answer is modular code and what it calls advances in LLM tooling. If the DOT DAO Strategy Mandate passes, the preamble calls it binding strategic direction.
A related vote on onboarding
A day after the mandate, referendum 1955 was submitted on the Whitelisted Caller track. It would enable user onboarding through the Polkadot App. The text says approval sets the last on-chain parameters for username registration and confirms PCF as operator of the onboarding service.
New users would be registered as a lite person on the People chain and given a reserved .dot name on Asset Hub. The text says a lite person shows an account came from a verified app installation, not that it belongs to a unique human. Subsquare shows it with about 715,800 DOT aye against 157,500 DOT nay.
A third entry, referendum 1956, is a ComputeFlux pilot for AI adoption and dotUSD utility.
DOT itself traded near $1.14 on Binance on October 19. Its October 18 close of $1.118 was about 11% under the $1.259 close of October 10, by our arithmetic.
This is a report on a public governance vote, which can change before it ends. Nothing here is advice to buy or sell DOT.
