One XRP Ledger amendment, fixCleanup3_4_0, cannot switch on before November 4. XRPSCAN's amendment tracker puts the earliest activation at 2:46 PM UTC that day, two weeks after the amendment reached majority support on October 21.

Why the XRP Ledger amendment clock matters

Under the XRP Ledger's amendment rules, a change needs more than 80% support from trusted validators for two weeks. Servers log the moment support crosses that line with a tfGotMajority flag. A drop to 80% or less brings a tfLostMajority flag, and the count begins again.

XRPSCAN says the same on the page itself. Support must stay above 80% the whole way, and one slip sends the timer back to zero. It lists voting since September 17 but majority only since October 21. Those two dates sit comfortably with a restart.

The arithmetic is odd. Counting works from 32 votes, even though the page says the trusted registry names 35 validators. On that basis the cutoff is 26 yes votes. At the top of the card sits 87.50%, which is 28 of 32. Lower down, the seat map shows 31 voting for and 4 not.

What fixCleanup3_4_0 bundles

The amendment shipped in xrpld 3.4.0 on September 17. Its release notes describe it as a bundle of amendment-gated fixes and ask server operators to upgrade as soon as possible. Version 3.4.1 followed on October 10.

Per the XRPL known-amendments list, the bundle reaches Single Asset Vaults, the Lending Protocol and automated market makers. It also covers the permissioned DEX, trust lines, NFTs, multi-purpose tokens, Escrow, Sponsorship, signing and permission delegation. Vault deposits, withdrawals and clawbacks get tighter rounding, so a vault cannot hand out too much or too little.

Trading and lending get two specific fixes. AMMBid can no longer win the auction slot at a zero or dust price on a zero-fee pool. Loan lateness, impairment and default checks will require the due date to have strictly passed.

XRPSCAN amendments list with fixCleanup3_4_0 activating at 87.50 percent and LendingProtocolV1_1 voting at 53.13 percent

A delegation warning and a lending vote

One entry on XRPL.org carries a warning that stays valid until activation. Do not delegate the PaymentBurn granular permission before fixCleanup3_4_0 is enabled. Without the fix, a delegate holding that permission can also mint new fungible tokens in certain circumstances. Other granular permissions are unaffected.

Release 3.4.0 also brought LendingProtocolV1_1, which adds closed-ended vaults and cash-basis accounting. Those vaults run in three phases: subscription, investment and redemption. Once the amendment is enabled, new loan brokers can only be created against closed-ended vaults.

XRPSCAN lists the amendment at 17 of 32 votes, or 53.13%, with a status of voting. Against the page's cutoff of 26, nine more votes are missing.

Zoom out and the tracker shows 106 amendments in total. Of those, 97 have activated and eight are still voting. Only one, fixCleanup3_4_0, is counting down, and this XRP Ledger amendment now has a date to match.
