Gitcoin Quorum Cut To 1.5M GTC Already Has 2.7M Votes In Favor

The Gitcoin quorum for Snapshot votes may drop from 2.5 million GTC to 1.5 million, and the vote already has more than the current threshold behind it. The proposal opened on October 9, 2026 and runs to October 16, according to Snapshot. It shows about 2.70 million GTC in favor and 26 GTC against from 61 voters.

Why the Gitcoin quorum is being lowered
The forum thread, started by MathildaDV, says the DAO is executing a governor upgrade on the Cactus platform. Snapshot quorum should mirror whatever applies on the other voting platform. The Gitcoin quorum change would apply only to proposals created after it passes, and a space admin would carry it out.
At a circulating supply near 87.5 million GTC, the current Gitcoin quorum equals about 2.9% of the token. The proposed one equals about 1.7%.
The governor upgrade behind it
An August proposal asked to move Gitcoin's on-chain governor from GTC Governor Bravo to a new design on OpenZeppelin v5. It adds a proposal guardian multisig that can only cancel proposals, protection that extends voting when quorum lands late, and a quorum the DAO can adjust without a new contract migration.
The proposal explains the platform backstory. Tally announced its shutdown in March, ScopeLift took over the platform, and it now operates as Cactus. Gitcoin had also moved treasury funds out of the timelock because of an open attack vector, the post says. The October reboot update, posted by owocki, reports that the governor upgrade has gone on-chain.
How the upgrade works
The upgrade is a two-action proposal. The timelock names the new governor as pending admin, and the new governor then accepts the role. Once that executes, the old governor can no longer control the DAO timelock. Delegates were warned not to submit proposals to the old governor between the proposal going on-chain and its execution, because those would not be executable.
What Gitcoin is building now
The same update renames the reboot as Techne and targets a launch in mid-December. Its first pilot, Beacon, is in the app store. A first in-person party on September 26 drew 10 of roughly 15 invitees, with 8 engaged beta testers and 5 reported new connections. The update calls the sample too small to conclude anything.
An early survey of about 300 cold emails produced only 20 completed responses. A second pilot, called Buoy or local money, targets November, and quadratic funding moves into it. The SDK slips to 2027, and the wind-down of allo.capital is in its final steps.
On October 9 the same author posted a preview of the Techne brand, with the note that it reflects personal views and no governance decision. The DAO and GTC continue as before, the update says.
The token
