USDC MiCA Status: EU's First Significant E-Money Token

USDC MiCA status is now official: the EBA named it the first significant e-money token on October 14, and from November 12 it takes over key duties from France.

Europe's banking regulator has put a US dollar stablecoin on a short list of one. On October 14, 2026, the European Banking Authority gave USDC MiCA's "significant" label, the first for an e-money token. Of the 45 e-money tokens notified in the European Union, only USDC carries that label.

USDC MiCA status: what changes for Circle on November 12

The label has a practical effect on 12 November 2026. From that date, USDC falls under the dual supervision that MiCA sets for significant tokens. Oversight of the euro-area issuer, Circle Internet Financial Europe SAS, moves partly from France to the EBA.

Until now France's Autorité de Contrôle Prudentiel et de Résolution, known as the ACPR, has been the issuer's supervisor. Direct responsibility for four areas passes to the EBA. These are own funds, the reserve of assets, liquidity requirements, and recovery and redemption plans.

The ACPR keeps the rest. That covers governance, qualifying holdings, fit and proper checks, outsourcing and conflicts of interest. The EBA says the two bodies will work closely to keep the handover smooth.

A USDC MiCA classification is not a ban

Nothing in the USDC MiCA release restricts the token or orders Circle to change anything. What changes is who does the watching. For a coin this big, the EBA now looks directly at the reserve behind it.

The EBA makes this call under MiCA and revisits it every year, so USDC could lose the label later and a rival could win it. The yardstick is an EU delegated regulation numbered 2024/1506, with the EBA's own Decision EBA/DC/558 covering the detail. What the release does not show is how USDC scored.

One line in the release reaches beyond Europe. Circle puts USDC out through two companies, a French one for the EU and a US one called Circle Internet Financial, LLC. That split is why the EBA signed a memorandum of understanding with New York's financial regulator, the Department of Financial Services.

A memorandum is a cooperation pact. It lets the two authorities swap information about cross-border stablecoin activity, but it hands New York no power over the EU entity.

How big USDC is today

Size is the reason the label matters in practice. On CoinGecko, USDC was worth about $72.6 billion at 12:20 UTC on October 15, trading at $0.9996. Our own earlier tracking showed USDC shedding $1.1 billion in a single week in September, so supply moves in both directions.

The USDC MiCA classification does not change that supply on its own. It changes the supervisor reading the reserve reports. Holders in Europe will not need to do anything before November 12, and the release gives no instruction to exchanges.

What to watch next

Two dates matter for USDC MiCA. The first is 12 November 2026, when the transfer of supervisory duties starts. The second is the EBA's next annual review, which could name more tokens.

Forty-four other e-money tokens have been notified and none has the label yet. If another crosses the line, it would join the same dual structure. This article reports the USDC MiCA classification and does not predict where USDC will trade or what Circle will do next.
